Mr Bean (Rowan Atkinson) won a trip to Cannes and got a camcorder and some cash with the prize. During the trip, accidentally, he separated a young boy Stepan (Max Baldry) from his father Emil, a Russian director going to Cannes to be the judge at the film festival there. Bean and Stepan continued their trips to Cannes together while Emil reported to the police that Stepan was kidnapped. On the way South, Bean met Sabine (Emma de Caunes) who played a role in the opening film of the film festival. She was also going to Cannes to take part in the premiere of the film. They three eventually got to Cannes together and got into the theatre showing Sabine's film, and changed the audience's perception of the film completely with the videos taken by Bean during the journey. In the end, Bean got what he wanted: the beach at Cannes.

The story is fairly funny although parts of the film are quite predictable. The best thing of the film, like the previous episode of "Bean", is that you do not need to listen to the dialog and still understand the film and got the fun out of it. The film proves that a film does not need to talk about sex to make a good comedy.

Mr Bean is a character whose mood is easily influenced by what happens around him. At the same time, he gets happy very easily. In this film, all he wanted was to reach the beach of Cannes. That is a very simple wish but could make him very happy. Perhaps when we all lower our expectations for everything we will be a much happier people.
