The film carries a complex theme of (1) the staleness of totalitarian government; (2) karma of revenge by violence on violence; (3) the instrumentality of the media, government agents as well as the use of massive propaganda in maintaining the status quo of the government; (4) the perpetuation of the quest for liberty; (5) and the hidden agenda of self interest in disguise of anti-terrorism. It is a politically sardonic story that brings implicit decipherment and connotations on the current and future state of world as well as the history.

The villain chancellor in a Hitler and Stalin outlook serves as a visual signifier that parallels to the future England under a totalitarian reign. The bombing of the Parliament House and the Big Ben establishes a strong anti-government philosophy.

The film is a political version of "The Phantom of the Opera" in that the protagonist, V (Hugo Weaving), is cosmetically hurt, masked, nocturnal, hiding himself and skilful in a specialized discipline (martial arts vs singing), sharing the characteristics of the Phantom. V is a futuristic Zorro in costume (outlook and weapons) and behavioural terms. Unlike the Phantom or Zorro, V's true face is never brought into mise-en-scene. The delay in the revelation (actually a non-revelation) of the identity of V in a restricted narrative promulgates a long-lasting suspense in the movie.

Dialogues are concise and meaningful. The reduced reliance on CG makes the film more visually appeasing for audience who pursue ground based martial arts. The major weakness of the story is that while it rebukes the totalitarian society, it does not prescribe the way by which a desirable government and ruler evoke.
