兩集「黑社會」一脈相承，以選舉為題諷諭政治現實。上集強調建制（遊戲規則）凌駕一切，化干戈為玉帛。到片末圖窮匕現，以阿樂幹掉大D一幕揭露文明背後的原始人性，為下集留下重要伏筆。

到了「以和為貴」，故事的吊詭性更濃。阿樂為個人權力慾挑戰建制（妄求連任），Jimmy卻為求財而被迫「商人治港（黑社會）」。當大家以為誰更不擇手段便勝出是理所當然的時候，電影到最後再來一次顛覆，道破一切鬥爭皆服膺於一個更龐大的建制（中央），從政者（不論目的為何）的悲劇性呼之欲出。

下集更處處對社會的將來表達一片迷惘。阿樂為拯救兒子而送命，Jimmy為未出世的下一代舖路，落得身不由己的下場。片末Jimmy得知太太有孕那半喜半憂的神情，呆望窗外的無奈，令人惻隱。

下集亦比上集更「導演主導」，各主要演員均難有個人發揮。任達華和王天林都演得像樣板戲，古天樂更是演得尷尬（雖然最後那憤怒三拳還是打得有點水準的）。這種安排卻更配合劇中角色的「棋子」命運。在來屆的各電影頒獎禮，「以和為貴」拿導演獎的勝算該比演員獎多很多倍。
